A bottom-up strategy often leads down a trail of broken eggs that lead to the golden goose. With a long series of users receiving a poor user experience in order to produce the greater good.
For instance, imagine it being used to find the best cookie recipe. A set of initial recipes could be written, the baked and graded. The top winners would be reproduced, modified, baked, and graded over and over again, until a prize-winning recipe was selected. That recipes hand better be good to balance out all the nasty cookies that were containing chick-pea, ham, or red pepper.
One of the primary pieces missing from most bottom-up intelligence systems is memory systems. Remembering what people like best about a particular cookie recipe or easy methods for improving them, rather than just relying on trial and error.
